We congratulate Albania on the appointment of Aida Hajnaj as the first Director of the National Bureau of Investigation (NBI). This marks a major milestone in the implementation of Justice Reform. Justice Reform will not be easy, quick or perfect, but it is necessary, making progress, and must continue. Today’s decisions shows that despite obstacles, Justice Reform is becoming real.
With the appointment of the new NBI Director, all institutions envisioned by Justice Reform have now been established. As decreed by the laws passed in 2016, the High Prosecutorial Council (HPC) and Special Structure Against Corruption and Organized Crime (SPAK) were established. The two institutions that make up SPAK – Special Prosecution Office (SPO) and the NBI – are now both established. Results will follow, slowly but surely.
The NBI will receive training from America’s FBI, and will now begin recruitment of the investigators necessary to ensure the success of the SPAK. We call on hardworking, honest candidates to join the ranks of the NBI under Director Hajnaj’s leadership.
