Chargé d’Affaires, a.i. Moses-Ones Remarks at the Meeting to Elect Members of the HPC

Prosecutor General Marku, Minister Gjonaj, Ambassador Soreca, honorable diplomats,

Chief prosecutors and prosecutors,

Over two years ago this country made a commitment to its people and to its international partners to dramatically improve the justice system.  Early in the morning of July 22, 2016, the parliament unanimously passed the necessary constitutional changes and, thus, promised the Albanian people that it would deliver this change.

Today is the next important step: a High Prosecutorial Council that brings democratic choice to prosecutors, accountability to your peers and the public, and a new era of professionalism.  The lay members are already appointed.  You will soon have ballots in your hands and a vote to cast to elect your prosecutorial representatives on this council.  This is an important moment.

I do not want to take away from this moment with a long speech.  This is your time to vote.  This is your time to make history for Albania and the world.  This is your time to give people of Albania the justice system they deserve and seek.

Albania has been waiting for this moment for a long time.  You have been waiting for this.  The United States and European Union have been assisting the Prosecutor General’s office on the voting rules and ballot; we are satisfied this process will be fair and professional.   And, I want you to know that the United Sates is with you, that you are not alone.  After you establish this Council today, we will help you in your work.  We will also help you establish the SPAK and NBI.  The United States takes very seriously the reforms that Albania is making, and we are glad to celebrate your achievement this day with you.  I wish you a good election.
